Reporting obligation for work-related personal mobility: how far are you?

Published on December 13, 2023

Does your organization have 100 or more employees? Then from July 1, 2024 you are obliged to report on the business traffic and commuting of your employees. This is the reporting obligation for work-related personal mobility (WPM). The obligation will no longer take effect on January 1, 2024, but on July 1, 2024.

Why?

The goal is a CO2 reduction of 1.5 megatons by 2030. Employers hold an important key to making personal mobility more sustainable.

What must the employer report?

Employers must keep records of the type of transport and fuel used by their employees. The report must be submitted via a digital platform of the RVO. So what does the employer have to provide specifically:

  • Travel modality used: (on foot, bicycle, moped/scooter/speed-pedelec, motorcycle, public transport or car)
    • For the moped/scooter/speed-pedelec, motorcycle, public transport, car, also the type of fuel (petrol, diesel, hybrid, other fuels)
  • Annual mileage for commuting and business to be reported separately
  • Also annual kilometers for modalities with zero CO2

This means that journeys must be registered. It is therefore advisable, if this has not already been done, to make an inventory of where the information can be found within the employer's organization and what needs to be collected.

When?

With the expected postponement until July 1, 2024, there is more time to make the necessary preparations. Collecting the information required for reporting is often difficult because the information must be retrieved from different sources/channels/systems. This can prove to be a time-consuming task.
